Board rules may be defined per individual board, or for all boards by enabling the 'Global Settings' option for 'Rules' in the Settings page:

With that in mind, I think the best solution for this is to use the 'Rules' option of each board to specify individual rules. Then create a rules.html page (using the Pages feature of the management panel) which contains site-wide rules. You could then link to the site-wide rules page from all pages by adding a custom template named extra_navbar.gohtml with the following content:
[<a href="/rules.html" style="text-decoration: underline;">Rules</a>]
And, to make things easier, here's an example of a rules.html page (added via Pages feature) using existing site styles:
